Mark Rubenstein
Throughout his career, Mark has been involved in the planning, development and implementation of business and marketing models as a consultant and business owner. His career has encompassed 3 distinct areas in the past 40+ years: financial services, product manufacture and distribution, and the design and marketing of telecommunications products and services.
His own personal experience, nearly a decade ago, navigating Medicare for a family member revealed the need for client-oriented service in the ever-changing and complex health insurance market. In 2015 Mark launched Qualified Insurance Advisers, whose mission is to effectively address QIA’s clients’ needs in both Medicare and Individual Health Insurance markets.
In 2020, seeing the beneficial results of this education-centric advisory approach led him to create MediSmart Advisors, an organization designed to educate and advise in the Medicare marketplace. MediSmart’s licensed brokers are independent and non-proprietary, fulfilling the clients’ needs with unbiased information and comparing and contrasting their available health care options.
Edward Leshansky
As a licensed independent health insurance broker, Ed specializes in helping people understand Medicare so they can make informed decisions and find coverage tailored to their personal needs.
Ed’s own first-hand experience of navigating Medicare enrollment suddenly, due to his wife’s disability status, exposed to him the need for qualified, unbiased, and accurate Medicare coaching. This, fortunately, led him to Mark Rubenstein. His curious nature to understand and a determination to share his learned expertise to help others led him to his role with MediSmart Advisors.
So, after a fulfilling career as a corporate marketing executive, Ed now applies his strategic planning experience and process-driven mindset educating and guiding Medicare enrollees and those about to retire. Ed uses a data-driven approach, in collaboration with his clients’ input and their goals, to identify the coverage solutions that address his clients’ personal needs.
A native of Philadelphia, PA., after graduating from the Pennsylvania State University in 1982, he and his wife relocated to Florida where they have resided in Miami since 1984.

Sally Daflaar
Sally Daflaar joined MediSmart Advisors in February 2023, after being introduced to Mark through a mutual friend. They quickly discovered their shared values. Before joining MediSmart, Sally spent 12 years as a senior administrator for a Belgian software company. Sally’s background includes diverse work experiences, such as serving as a team leader for a customer service team for Dutch speaking customers, being an assistant director at a preschool and owning her own Kinderdance franchise.
Upon joining MediSmart, Sally became fully licensed and certified for both Medicare and the Health Insurance Marketplace, demonstrating her dedication to understanding the complexities of the health insurance industry. Her goal is to provide MediSmart clients with exceptional service.
Raised on a small island, Sally learned the value of community and developed a deep concern for others. This genuine care guides her work today. Outside of work, Sally enjoys spending time with her partner, children and granddaughters. She has a passion for animals and gardening, and she also cherishes meaningful conversations with family and friends.
Sally approaches each case with wisdom, integrity, and compassion, aiming to simplify the health insurance decision-making process for MediSmart clients and ensure they make informed choices.
